a wealthy plantation owner who owned many slaves, but when the abolition movement arose, he became a warm advocate, and voluntarily freed his own slaves, who were devoted to him. He served several terms in the kentucky legislature, where he was one of the fathers of the Kentucky good roads movement, and was instrumental in passage of legislation creating the first stone turnpikes thru the Kentucky Blue Grass region.

When his father returned to Lincoln County, KY in 1786, young Harry was left in Maryland with friends of the family. He rejoined his father's family in 1798 and in 1802 was appointed Deputy Sheriff of Lincoln County. He saw service during the War of 1812 when he enlisted in the company of Captain Michael Davidson, Kentucky Militia on 25 Aug 1813 as 1st Corporal. He served honorably until 8 Nov 1813. In November 1851 he relocated to Illinois, settling first in Morgan County and later in Logan County.

Instrument of 24 Dec 1840 wherein Henry Owsley desires to provide for the support and maintenance of his daughter, Harriet B. Jordain, wife of John J. Jordain. John Owsley and Samuel O. Middleton are to act as trustees for Harriet. For $10, Henry Owsley will transfer to John Owsley and Samuel O. Middleton a man slave named Adam, a female slave named Milly and a boy child of Milly named Robert, along with cattle and household items. No witnesses. Registered 7 Dec 1840. As reported in the Slave Census of 1850, Henry Hawkins Owsley owned 29 slaves: 16 males aged 55,40,22(3), 15(3), 10, 9, 8, 7(2), 5, 3, 1;
13 females aged 60, 50, 45, 40, 35, 32, 15, 10, 8, 6, 5, 4, 2.
