Mr John Weems has been acting as a midshipman for the last 18 months, & I am happy to find with the entire approbation of his commanding officers, he is now applying for a warrent, his father was an eminent physician of George Twon, his family are of the first respectability, I have known him from infancy & have no doubt he is capable of making a very valuable Officer. He seems very much devoted to the Navy & has that kind of zeal & arder in the service which is often the foundation of great usefulness, It would be very gratifying to his numeruos connections if his wishes could be gratified & I think the public interest would be promoted
