Samuel Hefner married Catherine Wetzel, the daughter of Jacob and Margaret (Summey) Wetzel, probably in Lincoln County, North Carolina. George Hefner, Samuel Hefner's brother, married Rebecca Wetzel, another daughter of Jacob and Margaret Wetzel.
Samuel Hefner was listed in the 1800 Federal Census of Lincoln County, North Carolina.Listed in his household were: 1 male under 10; 1 male age 16-26; 2 females under 10; 1 female age 10-16, and 1 female age 16-26.
In 1802, Samuel Hefner, along with Jacob Wetzel, George and Fredrick Hefner and their families, moved from Lincoln County to Buncombe County, North Carolina.In 1803, the legislature of Georgia created a new county and called it "Walton County".Governor Milledge ordered a census to be taken and it was, soon after.Enumerated on this census was Samuel Hefner, with seven whites in his household.Also listed was Jacob Wetzel with eight whites and one Negro, George Hefner with five whites, Fredrick Hefner with four whites and John Hefner with eight whites.
When Walton County, Georgia, was formed, the boundary between Georgia and North Carolina had not been located.North Carolina believed that most, if not all, of Walton County was actually in the boundaries of Buncombe County, North Carolina, which was formed in 1791.North Carolina issued land grants and tried to collect taxes in this area it considered to be Buncombe County.Georgia denied the validity of these claims.
The confusion and arguing over the limits of each state's authority led to what was called the "Walton War".The absence of a legally recognized boundary by either Georgia or North Carolina aggravated the problem. Violence continued between pro-North Carolina and pro-Georgia settlers for some time.The 35th latitude was the recognized border by both North Carolina and Georgia.A commission was formed in 1807 to survey the area, and it was discovered that all of Walton County lay in North Carolina.Walton County was returned to North Carolina, as part of Buncombe County, in 1813.In 1838 it was part of Henderson County, and today the area is centered in Translvania County, North Carolina.
In 1810, Samuel Hefner was enumerated in Buncombe County, North Carolina.Listed in his household were: 2 males under 10; 1 male age 10-16; one male age 26-45; 3 females under 10; 1 female age 10-16; one female age 16-26; and 1 female age 26-45.
Still in Buncombe County, North Carolina in 1820, Samuel Hefner's household consisted of: 1 male under 10; 1 male age 10-16; 1 male age 16-18; 1 male age 18-26; 1 male over 45; 1 female under 10; 1 female age 10-16; 1 female 26-45.
All though we haven't found Samuel Hefner in the 1830 federal census, he would had to have lived in Georgia since before 1829 to have been eligible to enter the Georgia Land Lottery of 1832.It opened up the last area within the present boundaries of Georgia.This area was called Cherokee County, after the Indians that had lived there.It was divided into four "sections", then each "section" was divided into "land districts", each about nine miles square.Then these "land districts" were divided into "land lots" of forty and one hundred and sixty acres respectively.
Persons who had lived in Georgia three years immediately prior to the Acts of the General Assemble could register in the drawings, which were held in Milledgeville.If a person's name was drawn, and if he paid the state of Georgia a grant fee of eighteen dollars, a grant was issued to the lot drawn.From that time, a person could do what ever he wished with his property.The state did not require the person to live on, or cultivate it.
When Samuel Hefner registered, he was living in Higginbotham's in Rabun County, Georgia.He drew lot #246 in the 11th district, 2nd section, in Cherokee County.The eight hundred acres of land drawn by Samuel Hefner was in Gilmer County, which had been formed from the old original Cherokee County.
In the 1840 Federal Census of Rabun County, Georgia, listed in Samuel Hefner's household were: 1 male age 15-20; 1 male age 60-70; 1 female age 20-30; 1 female 60-70.
We assume that Samuel and Catherine Hefner died before 1850, as they were not found in the 1850 Federal Census.

Jesse Jones and Levy Hefner are held and firmly bound into the Honorable the Justices of the Inferior Court of said county sittin for ordinary purpose and their succession in office in the just and full sum of Two Thousand dollars for the true payment of which sum to the said Justices as aforesaid and their successions we bind our selves our heirs Executors and administrators in the whole and for the whole sum jointly and severally firmly by these presents sealed with our seals and dated this 19th day of
December 1845.
The Condition of the above obligation is such that if the above named Thomas Kelly, Red, Administrator of the estate real and personal of Samuel Hefner late of the County Deceased do made a true and perfect inventory of all the Estate real and personal fo said deceased which have or shall come to the hands possession or knowledge of the said Thomas Kelly Red or into the hand or possession of any other person or persons for him and this said so made do exhibit unto the said Court of Ordinary when he shall be there into required and such estate do well and truly administer according to law and do make a just and true account of his acting and doings there in when he shall

be there into required by the Court of Ordinary for said county and all the rest of the said estate which shall be found remaining upon the account of the said Administration the same being first allowed by the court shall deliver and pay to such person or persons respectively as are entitled to the same by law and if it shall here after appear that any last will and testament was made by the said deceased and the same be proved before the Court and the executors obtain a Certificate of the probate there of and the said Thomas Kelly Red do in such case if required render and deliver up the said letter of Administration then this obligation to be void else to remain in full force

Ordered by the court that Thomas Kelly administrator of the estate of Samuel Hefner dec pay to the widow of said deceased the sum of twenty five dollars for her first years maintainance.
At this term comes Catharine Hefner widow of Saml Hefner decd in to court and claims her Dower in the lands belonging to said estate.

It is ordered that Thomas Kelly adminstrator of Samuel Hefner deceased be allowed until the next term of this court to make his annal returns for the years 1846 and 1847.

Ordered that Thomas Kelly adminstrator of the estate of Samuel Hefner deceased be and and he is bereby authorized and advised to submit to arbitration any difference or dispute which now exists or may arise between him & Ephraim Hefner in relation to a clay bank mare and colt supposed to belong to the estate of Samuel Hefner deceased.
