It came into being as a result of a power plan t which was being built in the vicinity. Construction of this plant began in 1915. A large buildin g was hastily put up to house the first group of workers. T he first section of the power plant consisted of two unit s each producing 30,000 kilowatts of power. Boilers supplie d steam to these Turbo-generators at 50-pound pressure an d a total temperature of 624°F . Homes for the workers were put together hastily from army b arracks. They were four and five room homes. Most had two b edrooms and the other rooms were used as kitchen and living /dining rooms to suit the needs or wants of the occupants. The second phase of construction consisted of two Turbo-gen erators units also with 30,000 kilowatts capacity each, bri nging the plant capacity to 120,000 kilowatts. The third p hase of construction in 1932 consisted of installing two mo re 30,000 kilowatts units, bringing the plant capacity to 1 80,000 kilowatts. When the first two units were placed in operation in 1917 , a 132,000 volt transmission line was constructed to trans mit power to Canton, Ohio, to supply energy to homes and in dustrial use in that area. This was the first Long distanc e transmission of power at the 132,000 volts. With the expa nsion of the plant from 1917 to 1932 additional transmissio n lines of 66,000 volts and 132,000 volts were constructe d to dispose of the power to surrounding areas and intercon nect with some surrounding utilities. The coal for use in the plant came from Windsor Power Coa l Mine located across Rt 2 from the Power plant. The coal w as conveyed in mine cars to stop 39, where it was loaded on to side dump railroad cars and taken to the plant for prepa ration for use in the plant. This coal was brought out of t he mine, run over picking tables where stone was picked ou t by hand, weighed, then sent to the Power plant. Because o f this method of mine to plant processing, this plant was t he first "Mine Mouth" power plant in the country. In 1921 a mine tipple was built on the hill directly abov e the plant. Coal was conveyed across Rt 2 to a newly const ructed washer to be cleaned and delivered to the plant. Wit h the advent of this installation coal was transported by b elt conveyor directly from the picking tables and crusher s into storage, or directly into coal bunkers above each bo iler. Between 1939 and 1942 the plant was completely modernized w ith the installation of four high-pressure boilers and tw o 60,000 KW General Electric Co. high pressure tapping unit s. These boilers delivered steam to the turbines at 1250 po unds psi and a total temperature of 925°F. By this time there were 100 homes in the village. They ha d been numbered as they were built so; there was no rhythmi c rotation to the numbers on the houses. One found it ver y difficult to find a home by the number on it. The villag e had two streets. The one near Rt 2 was called Rt 2 and th e one directly east of it was called Clendenen Street. No o ther sections were named. These homes were built, owned and maintained by the Power p lant and its subsidiaries. They rented for $25 to $30 per m onth. With inflation the rent raised to $40 to $45 per mont h. This included maintenance, water and electric. Garages f or those homes were in gasoline Alley, at stop 44. There we re between 70 and 75 garages, owned by individuals. Nothing was deducted from the employee's check, until Socia l Security was legislated in 1941, except for rent. Medical and surgical servIces were provided by Dr. Pontiaas , Dr. George Abersold, (father of Dr. Abersold the eye doct or) who had his offIce at stop 39, (opposite the K. Josep h store) and Dr. Harry Nolte who had his offIce at stop 49 . In or around 1928, Dr. Pell, nephew of Dr. Nolte joined h is uncle, and Dr. Abersold moved his offIce to Windsor Heig hts and became Windsor Coal Co. doctor. The doctor was on call 24 hours a Day, for servIce needed i n the plant. He had some time daily when he was in the plan t in a little offIce space also provided by the company. Th ere was no company nurse at the plant. A ball field, equipp ed with grandstand, backstop, and maintenance servIce was d onated by the company. This was named Plummer Field and wa s located adjacent to the Power Plant. No equipment was pro vided. However, many good teams have played on this field . They had players from the plant as well as anyone else wh o was especially good and would play for the fun no money. On the opposite side of Rt. 2 there was a company buildin g which housed a General Store, (Wickham's 1941) a restaura nt (leased to individuals) and a United States Post OffIce. The plant was financed jointly by West Penn Power Co. and O hio Power Co. Each had its own part of the plant and operat ed on a contract designating the responsibilities of each . The plant was operated by employees of the Beech Bottom P ower Co. for the benefit of the owners and supplied power t o their respective systems. About 1942, they had constructed a modern, well-landscape d offIce building. This was inside the plant proper. A cycl one fence surrounded the plant and non-workers and people w ith no authority were not permitted inside the gates. Ope n House was conducted at various times. Company personnel c onducted interesting, informative and exciting tours throug h the plant. These were arranged on request, from high scho ols, or science classes from the area. The persons who have served as superintendents at Windsor P ower were; Eugene Plummer, John Geue (Guy), Rolland Kellogg , W. E. Tuite, Cecil Shayes, Houston Crouse, and Emmitt Hun tley. Others who served along the way as assistant superintendent s and in many cases were later advanced to superintendent s at other company owned plants were; Paul Worthy, Oscar Fa y, Ed Crouse (father of Houston), Ed Seidler, Weston Brown , and Fred Spiker, engineer. Families began to grow. Something had to be done for the be nefit of the people. A playground committee was formed an d along with the help from the company a playground was for med and equipped. Between 1935 and 1941 a two lane bowlin g Alley came into being. The large house that had been use d by the workers at the onset of the building of the villag e was now known as "Power Community Hall". It was used by t he "Women's Club". This group had record hops on Friday an d Saturdays, Christmas and holiday parties, 4-H, Scouts, an d on New Years they had a party for the grown-ups. Pre-scho ol and TB clinics and any other worth while project was car ried on here. The Woman's Club gave baskets of food at Thanksgiving and C hristmas, bought shoes, clothes, medicine, coal, and paid d octor bills for needy families. Mrs. Rolland Kellogg, Mrs. Jack Osburn, Mrs. Albert Stuck , and Mrs. Robert Music were members of the "Brooke Count y Cancer Board" at various times. They showed films and dis tributed literature to the community trying to inform the m of the concern and importance of early detection, treatme nt, and results of Cancer, along with work on the "March o f Dimes". The presidents of the Women's Club, as well as we can deter mine, were; Mrs. Dr. Pontiaas, Mrs. Eugene Plummer, Mrs. Pa ul Worthy, Mrs. Ed Barker, Mrs. Dan Irvin, Mrs. Clinton Bol linger, Mrs. William Gorrell, Mrs. Ray Trax, Mrs. James War den, Mrs. John Arens, Mrs. John Osburn, Mrs. Charles Varner , Mrs. Robert Music, Mrs. Lloyd Taylor, and Mrs. Wilbur Sum merville. The records of this group were burned when the gr oup was dissolved along with the desertion of the village. One person gave his life to our military efforts Charles Sh ook, father of Leonard Shook. A monument in honor of Power' s servIcemen was built at stop 44 by the woman's club. Th e company supplied bricks and mortar for the project and th e men and boys of the community dug the foundation. The wom en's club hired a bricklayer to complete the project. It i s now obliterated by trees and weeds; it shows a general la ck of maintenance. The people of the village attended Church in Beech Bottom , Wellsburg, Windsor Heights, Warwood, and Wheeling. Aroun d 1923, a Catholic Church was built in Power. The Holy Fami ly Church at stop 45 is still in use today. There were two family cemeteries located on ground belongin g to Ohio Power. These were maintained by the company. On e is located on Rt 2 in the village. The family name on thi s plot seems to be Windsor. The other one is located abou t 100 yards north on Rt 2. It is so grown up that no one ca n get to it. The markers are so weather-beaten that one can not read the epitaphs or names we surmise this may be Clend enen. As the plant was being replaced with More modern facilitie s at Philo, Tidd, Cammer, Mitchell, and Gavin, the facilit y at Power was slated to be closed. The homes were in nee d of extensive repair and instead of spending money for rep airs the houses were sold. This began on a small scale abou t 1953 and before the plant was closed all the houses had b een sold. The occupants had found new places of residence . Individuals bought the company houses by means of seale d bids. The houses were to be dismantled and hauled off th e premises, the land to be retained by Ohio Power Company . A strike began in the spring of 1973 and the plant neve r resumed operations. A skeleton crew stayed on to overse e the transfer of some of the plant facilities to various o ther companies. Employees were transferred to other plants . No one lost his job as a result of the closing of the pla nt at Power. With the closing of the plant and the evacuation of the vil lage it became necessary for the occupants of the multipurp ose building opposite the plant to relocate. The restauran t closed. The general store moved to Warwood and the Post O ffIce was discontinued, about 1973. The houses are all gone, the basements filled in, streets a re blocked off so they won't be used as speedways, and th e countryside is dotted with wildflowers where houses onc e stood. What is left of the plant proper is still enclose d in the fence. What once was Power, West Virginia, is no w a ghost town. People passing through would not be aware t hat there was a proud well-kept little village where brush , trees and undergrowth have taken over. July 8, 1975 Excerpt from an article about Windsor Heights in the AEP Co al Courier Magazine: Rt 2 was dotted with homes all the way from Beech Bottom do wn to Short Creek. That area was first known as Windsor, WV , then called Power, WV, because of the power plant. The change in name from Windsor to Power apparently was rel ated to attempts to obtain a post offIce for the community . The name "Windsor" could not be used, the local citizen s discovered, because there was already one post offIce i n West Virginia with that name. Power was selected as an al ternative. Sweeney of Wheeling returned from the Paris Expos ition he attempted to interest some of his friends in an el ectric arc light that he had seen at the Exposition. The ou tcome of his enthusiasm was an electric lighting project he aded by him and aided by his two sons, his son-in-law, P.B . Gardner and Mr. Gardner’s father. From a small plant on 1 2th street in 1882, the company moved on May 1888 to a plan t on Chapline and Tenth Second Street. Later Mr. Sweeney co nceived the idea of turning coal into electricity and formu lated a plan of serving power to 100 coal miners in this ar ea. The first piece of land for the Windsor Plant was purchase d in November 1915. The nearness of the mouth of the Windso r Coal mine and the Ohio River determined the site of the n ew industry in Brooke County. Records in the offIce of th e County Clerk of Wellsburg show a deed recorded November 2 2, 1915 to the Windsor Mining Company from H.C. Wells, Joh n Ralston, Agnes V. Ralston and Ida Belle Douglas. The plant began operation August 19, 1917. Houses were buil t at that time for the plant employees on the Poupulias pro perty. Farm land was also purchased from Anderson, Chambers , Eskeys and Ottos . When a post offIce was established at Power, the United Sta tes post offIce Department selected “Power” from the thre e name submitted. There was already a Windsor, West Virgini a in the state The third name submitted “Bee Bot” was use d by many people for the village. The nickname “Grandpap for all Power Plants” is rightly app lied to the Windsor plant. Brooke County should be justly p roud to have had the first plant that produced electricit y from coal. It is interesting to note that many years before the plan t was built a canning factory known as the Windsor Canner y was in operation here. No date can be ascertained for th e first canning activities, but the cannery reopened abou t 1902 and the local farmers supplied the canery with tomat oes. Haines , who died on Feb. 27, coached football for 43 years, the l ast 25 at Vista. He was 76. At the request of the family , the majority of the people on hand came dressed in red, t he colors they wore on Friday night while watching what Dic k Haines referred to as "Big Red Football." Many of Haines ' former players either wore jerseys or lettermen jackets . Haines, who retired in 1995, secured 320 victories i n a coaching career that spanned More than five decades. A nd along with the wins came thousands of stories that his f riends wanted to share. Rik Haines, Dick Haines' son, serv ed as the master of ceremonies for the celebration. "Than k you for coming, this means a lot to the family," Rik Hain es said. "I just want you to know that he didn't do anythin g differently on the field that he did in raising his child ren." Rik Haines called all the players and supporters wh o showed up for the celebration part of their extended fami ly. One of the main speakers was Jim Render, a coach in St . Clair, Penn., who played quarterback for Haines in 1959 i n Dover, Ohio. Render has been a head coach for 32 years a nd has won 260 games. When Dick Haines' wife, Martha, aske d him to come and say a few words "I could not say no," sai d Render. "Coach Haines taught me how to compete and how t o get a 15-yard penalty." "He taught as all how to be winn ers," said Bill Delaney, the quarterback on his first Avoca do League championship team in 1971. Haines' lessons wer e the theme of the evening. "I pattern myself after what h e taught me," said Dan Houghton ('79), a teacher and counse lor at Hart High in Newhall. "He told us in practIce every Day th at success in coaching is determined by your ability to tea ch," said Kocheran. "That hasn't changed. When you think o f Vista High you think of the legacy he has left." Haines ' teams won 18 league titles, three San Diego CIF champions hips and two state titles. He was 76. File Photo From 1970 to 1994, Dick Haines ran one of the most successf ul high school football programs in the nation at Vista Hig h. ----------------------------------------------------------- --------------------- Haines' wife, Martha, said his passing was not unexpected . He has resided at the Life Care Center in Vista for the l ast 4 1/2 years. Dick Haines was diagnosed with Alzheimer's in 1994, the yea r he retired from coaching. In 1997, he suffered a heart at tack. During the last couple of weeks, Martha Haines said , her husband's condition worsened. A memorial servIce is pending. "This is for the best," said Martha Haines, who has stood b her husband's side for 54 years. "He used to say to me, ' How many people can say they worked at a job for 43 years t hat they loved? I can.' He really loved football and footba ll players. I think he helped put Vista on the map." From 1970 to 1994, Haines ran one of the most successful hi gh school football programs in the nation. His Vista teams won 13 league titles and three California I nterscholastic Federation-San Diego Section championships , in 1974, '81 and '85. All three CIF title teams finishe d 13-0, and the '85 team was declared the California stat e champion by Cal-Hi Sports. Haines' record at Vista was 195-84-1. In all, Haines-coached teams won 71.7 percent of their game s. 10th in the nation His overall record, which included stops in Ohio and West V irginia before coming to Vista, was 320-126-12. Haines rank ed 10th nationally on the all-time win list when he retired . In 1995, the school district rededicated Vista High's footb all stadium in his name. Haines was hired in the spring of 1970 after coaching in Do ver, Ohio. He immediately began an off-season weight traini ng program and a year-round dedication to the sport. Within four years, he had won his first county title and ha d the attention of other coaches in the county. "In my mind, he forced everyone to get better," said Torre Pines High coach Ed Burke. "In the 1980s, if you were loo king for a football job in the North County, everyone wante d to know how you were going to compete with Vista. His pro gram set the standard." "We have lost a great man," said current Vista head coach C hris Hauser, who played football for Haines in 1980 and '81 . "As players he took us to levels we never thought we coul d achieve. He demanded your best. "In my mind he was a 'Bear' Bryant, a Woody Hayes, or a Joh n McKay of high school football." "Dick Haines was one of those very, very special people wh o truly are legends in their own time," said Ramona Unifie d School District administrator Bob Graeff, who had bee n a principal at Vista for a year before Haines retired. "Dick could be a very imposing figure. The reason he had th e success he had was because he could be forceful. He coul d be very clear and very strong in his opinion and he ha d a lot of demands. Dick knew what he had to have to make h is program work. "On the flip side, Dick could be one of the most charming , delightful people you've ever met." "Dick Haines taught all of us how to play football," said M orse High coach John Shacklett, whose teams have won five c ounty titles. "He is the most influential coach in the coun ty. I have nothing but respect and admiration for him." "He had a tremendous influence on me and my coaching," sai d Carlsbad High's Bob McAllister, who coached on Haines' st aff for five years. "It wasn't just the 'X's and 'O's. Th e kids loved him. He had a special gift of chewing them ou t and patting them on the back at the same time." "He forced all of us to upgrade our programs," said El Cami no High head coach Herb Meyer. "It was one of the things th at has made North County football so dominant." Paul Campo Sr., father of Vista Councilman Paul Campo, wa s a member of the school board that hired Haines. "He always told me he was not a coach, he was a teacher," s aid Campo Sr. Haines' successful football teams led to a sense of unity w ithin the city, he said. "He brought the community together by his winning footbal l teams," said Campo Sr. "He went out to talk to many peopl e and started a booster club that was second to none. Durin g the football season, the team was the talk of the town." It was not uncommon to have crowds of More than 7,000 atten d home games to watch what Haines termed "Big Red Football. " Haines' philosophy was to wear down Vista's opponents. Henry attended high school at St. John's, Bellaire, and college at West Liberty, where he excelled in football and basketball as well as academics. "Coach Healy" was a successful teacher, coach and principal at Paden City High School. His ability to motivate and lead his athletes and students was an inspiration to all who knew him. He was a Navy veteran of WWII and was a former member of the American Legion Post 86, Paden City. "It's a great loss, he was a wonderful person and well respected state-wide" says Paden City Principal Warren Grace. "Coach Healy was the nIcest man, even when he didn't have to be" says Grace. "Our whole community is saddened." Healy was a former principal at Paden City. He is best remembered for winning the state basketball championship at Paden City in 1960. He later won a state football title with the Wildcats in 1970. Healy was also a member of the West Liberty State College Hall of Fame.
