Otis is the son of Tippie Otis Spann Sr., and Cleo Patria Gurley Spann. Otis was born Feburary 12, 1924. Otis served in the U.S. Army. It was his wish that when he passed away, his ashes be spread in the Gulf of Florda. Otis passed away on March 11, 1979 and his ashes were spread over the Gulf of Florda. His brother placed a marker in Pleasant Grove Cemetery, Upshur County, Texas beside their mother.
