7. RICHARD ALLIE⁵ DOWNING (JOHN WALTER ELLSWORTH⁴, JOHN COUCH³, JOHN EDWIN², JOHN EDGAR¹) was born March 13, 1916 in Cordova, Alaska ¹³, and died February 19, 1988 in Ashland, Oregon¹³. He married HAZEL ISOBEL MATHISON April 05, 1941 in Fairbanks, Alaska, daughter of ROBERT MATHISON and INIS BROWN. She was born August 31, 1920 in Seward, Alaska ¹⁴, and died October 1987¹⁴.

Notes for RICHARD ALLIE DOWNING:
Richard Allie Downing graduated from Cordova High School in 1934. He attended the University of Alaska, graduating in 1940 with a Batchelor's degree in Mining Engineering. In the late 1950's, Dick became a registered professional engineer and from 1959-1967 served as the state's first Commissioner of Public Works. He was instrumental in the development of the Alaska Marine Highway System. Following this, he worked extensively overseas, first for USAID and later for Lyons Associates, an International Engineering Consulting firm. Dick and Hazel enjoyed living in Africa, Indonesia, South America and the Middle East on assignments which included the construction of the Trans-Java Highway in Indonesia. Richard is listed in the "Who's Who in the West," from 1955-56, and again in 1969-70. He was featured in "2,000 Men of Achievement," and still found time to be a loyal member of the Elks, Shriners and the Mason.----A Legislative Citation for Richard A. Downing from the Fifteenth Alaska Legislature, March 21, 1988.
