He was born June 26, 1855 in Prickwillow, Isle of Ely, Holy Trinity, Cambridgeshire, England, and died April 25, 1930 in Summit County, Colorado.

Notes for Elizabeth Louise Lee:
Charles William Palmer identifies his mother as Elizabeth Lee. The Elizabeth Lee who married Isaac Charles Palmer is presumed to be his first cousin and daughter of John Lee and Susan Markley of Ottawa County Kansas. This relationship is based upon circumstantial evidence, and is unproven through specific record. The census profile of the Elizabeth Lee married to Isaac Charles Palmer on the 1900 census is the same as that of the Elizabeth Lee who is the daughter of John Lee on the 1870 and 1880 census of Ottawa County, Kansas (same birth year of 1862, same birth state of Illinois, and both parents with birth place of England). It is also supported by migration of brother James E. Lee to Boulder, Colorado by 1880, The middle name of Louise is identified by a descendant of Archie Whitehead Palmer per WFT Vol. 20, #202.

Notes for Isaac Charles Palmer:
Isaac Charles Palmer emigrated in 1870 per the 1900. Presumably, he would have been living in Ottawa County, Kansas, but no record is found of him on either 1870 or 1880 census. Elizabeth Lee is identified on the 1880 census of Ottawa County. Based on marriage date and birth location of children, family settled in Colorado at least by 1882. Homesteaded in Summit County, Colorado along Blue River about 15 miles north of Dillon, Colorado.

Per BLM records, granted homestead rights to 160.58 acres in Summit County Colorado on 06/28/1901. and 56.58 acres on 01/25/1902
