James was killed when the bed of a flatbed truck fell on him according to police.He was apparently working on the hydraulic system which lifts the bed off the truck's frame and removed the plug.Once the plug was removed the bed fell on him.The FBI seized more than $200,000 in cash from his home in April and another $84,000 in certificates of deposit in his name at the Phenix City Bank.An internal audit by Ft. Benning's Internal Review and Audit Team, alleges the post was being charged for oil by a subcontractor, Sellers Oil Co that was never delivered.They claimed to have delivered oil to buildings that were vacant or did not use heating oil.Johnny Cecil Tyler, Roy Richard Currington and William Partridge were arrested and charged with conspiracy to defraud the government.James was indicted but he died before he could have his day in court.The group was alleged to have charged Fort Benning for $1.2 million of heating oil that was never delivered.
