Frederick Sumner Elwell (b. 18 Mar 1864) Fred S. Elwell of Linden, the life in insurance expert who was recently called into conference by Governor Hughes of New York on insurance matters and who has been in conference with Beacon Hill legislators has been instrumental in framing many bills which have recently passed the legislature and become statute law.Among them are: The bill causing a separation of ordinary life insurance from industrial life insurance and a separate accounting of each, were both branches are conducted by the same company. The bill is causing a gain and loss exhibit or annual balances sheet to be required of all life insurance companies. The bill for standard forms of life insurance policies, while recommended by the recess committee on insurance of last year, was amended by the committee of this year, so that there shall be certain standard provisions, which must be made a part of all life insurance contracts. Mr. Elwell was also a strong advocate of the Brandies bill, making it permissive for savings banks to conduct industrial life insurance in the interests of the workingman.He also recommended to the committee that life insurance companies should conduct either a participating or non-participating business, but not both.(Source: Governor Hughes of New York)

Several bills prepared by him are now before the Massachusetts legislature: e.g., standard forms for policies gain and loss exhibits, accounting of dividends, cessation of deferred dividends, and to separate ordinary from industrial insurance where both branches are conducted by the same company." Frederick Sumner Elwell (b. 18 Mar 1864) From an editorial "Few citizens of Malden have been more public spirited than Fred S. Elwell.For over a generation he dreamed dreams about a better Malden with never a thought for his own personal betterment.He never sought public office and never attempted to profit by the men or measures he promoted ....As the leading spirit on Malden's Planning Board he constantly aimed to have this one of the most attractive cities in the country....Fred Elwell was possessed of a fine mind, he loved the fine arts and literature.His home was for years a veritable storehouse of excellent paintings purchased from time to time with discrimination of a connoisseur.Mr. Elwell was always a positive force for good.If he believed a policy to be right he kept everlastingly at it until he had it adopted.A half dozen such men in Malden for a generation would have changed the city's entire destiny.He literally fought a good fight; and Malden is a better city to live in because of the many contests he took part in." "In the passing of Frederick Sumner Elwell, Malden lost one of her real citizens.It lost a man whose public spirit was second to none, whose honesty was irreproachable, whose courage was undaunted, and whose intelligent will be more appreciated in the years to come.Mr. Elwell lived in this city for fifty years, and in that period has accomplished more for the good of the city than any other man of his time.
Mr. Elwell was born in Boston, March 18, 1864, the son of Charles Frederick and Martha Louise Elwell.He attended the Boston Public Schools and the West Roxbury High School.While still in his teens he shipped out before the mast, and made a voyage around the world.In his early twenties he was a traveling salesman for a Boston Shoe concern, traveling around the country.Later he became an insurance salesman, and soon became an expert in all matters dealing with Life Insurance.He soon began to realize the great injustices that the policy holders were receiving from the hands of the large insurance companies.After years of fighting with the aid of the present United States Supreme Court Judge Louis Brandies, and the late Miss Alice Grady of the Massachusetts Insurance Broad, he was finally recognized and his reform bill given consideration and approval.All the time that he was working to better the condition of the policy holders, he was ostracized by all the big insurance companies, and was unable to sell insurance.But again he was persistent and courageous and finally worked his business up until it was one of the biggest in Boston, having offices at 50 Congress Street, and he was one of the best known insurance men in the country.Because of his ability as an insurance man, he was called upon several times to confrere with President Theodore Roosevelt.
Mr. Elwell moved from Boston to Linden fifty years ago, and was married to Miss Martha Louise Clapp, September 20, 1888, by Rev. Dr. E.S. Potter in the Linden Congregational Church.This was the first marriage to be performed in the church.Soon after he moved here he began his fight for the betterment of Linden and Malden, a fight that he never gave up.He opposed all political bosses, and backed men to oppose their candidates.It is interesting to note that the first and last candidate that he backed for Mayor of Malden was Mr. William A. Hastings, in 1904 and twenty-five years later in 1929.
In 1918 Mr. Elwell was appointed to the Planning board, and soon showed his intelligence and foresight.He fought bitterly that the zoning laws might be enforced, causing many hard feeling from a few, but safeguarding and bettering the living conditions of many.While on the Board he made several suggestions for the betterment of Malden, and northern MetropolitanBoston.Chief among these was the plan that the Lynn Marshes be laid out for an ideal community, with the assumption that the population of Metropolitan Boston in the year 2000, would be 6,000,000 and that this space would have to be unitized.Another plan was to have a canal built connecting the Medford river with the Saugus river.This canal would run parallel to the Saugus Branch of the Boston and Maine, as far as the Webster Playstead, than it would cross Eastern Ave. and Broadway, cut through the Holy Cross Cemetery across Lynn St. then parallel to Lynn St. until it met the Saugus river.
Mr. Elwell was largely responsible for the organization of the Linden Improvement Association, and the Public Forum that has been held free to the public of Malden every winter for the last decade at the High School Hall.It was through his untiring efforts that the International Highway was built, and Salem and Beach Streets widened.He also had the land to continue the Highway through to the Revere Beach Parkway, but this project never materialized but it is predicted that it will in the near future.In his plans, the road was wider than it was made, the engineers thinking that it would take care of all the traffic that would ever travel over it.
The benefits that the people of Linden have received through his efforts, in private cases and as a community will never be fully known or realized.His love for beauty is expressed in his action in donating a cup called the "Fred S. Elwell Cup" to be given to the person having the best looking grounds around his home.His latest contribution to Linden was the formation of the Linden Community Service Group, to aid those of Linden in a material manner,who are not benefiting from any charitable association or from the City Welfare.
For years Mr. Elwell has been an art collector, and his collection of works of contemporary painters' ranks second to none.One of his best paintings he donated to the Service Group to be sold on subscription to aid the fund of the group.Recently an exhibition of his works of the late Arthur Goodwin was exhibited at the Malden Public Library, and at the Boston Art Club.
His character, intelligence, and knowledge of Public Works is demonstrated by the large number of his personal friends, such men as Pres. E.H. Harriman of the Metropolitan Planning Board, and a Trustee of the Boston Elevated.General Manager Dana of the E. Comm. Frank O. Lyman of the Board of Public Works. Comm. Kenniston of the M.D.C., Dr. Burnet of the Bank Insurance Board, the late C.H. Taylor on the Boston Globe and countless others who knew him who respected him, and his suggestions.
At the funeral of Mr. Elwell the Rev. Dr. C.F. Goudey of the Linden Congregational Church officiated, reading a selection of the Scriptures, and saying a prayer.Reverend Goudey was a personal friend of Mr. Elwell.After that the favorite poem of Mr. Elwell, Kipling's "L'envoi" and Bryant's "Thanatopsis" was read by the Minster.Mr. Elwell was a Mason of high standing, and the Converse Lodge performed the Masonic ritual at the service.The funeral services were completed by the committal and the benediction by Revered Goudey.Mr. Elwell's body was laid at rest Wellesley."

Frederick Sumner Elwell (b. 18 Mar 1864) Flags on City Hall and public buildings are at half staff by order of Mayor Devir, in honor of the late Fred S. Elwell, for many years a leading member of the Planning Board. Funeral services will be held tomorrow afternoon at 2 o'clockat Ward's Funeral Home on Maple Street and Rev. Charles F. Goudey, pastor of the Linden Congregational Church will officiate.City officials, insurance associates and members of the various Masonic organizations, of which he was a member, will attend.
Fred S. Elwell, 70, of 166 Lawrence Street, Malden, engaged in the insurance business in Boston for many years, died yesterday at his home after being in poor health for several years. He was born in Boston, the son of Mr. and Mrs. Charles F. Elwell, moving to Malden 44 years ago.
He was an active civic leader in Malden where he was a member of the planning board for 24 years.He was also interested in metropolitan planning and many of his ideas were accepted by the state and put into effect. He was also interested in the development of highways and transportation facilities and did much for the easterly side of Malden as regards in these improvements.
He was a 32nd degree Mason of the Converse lodge, a member of the Aleppo Temple Shrine and of the Beauseaut Commandery, Knights Templars. He was also a member of the Odd Fellows, Malden lodge.He had been in the insurance business most of his life, maintaining an office at 50 Congress street, Boston.
He is survived by his widow, Mrs. Martha Louise Elwell; a daughter, Mrs. Warren McCorrrison of Melrose, and four sons, Lincoln G. Elwell of Springfield, Wolcott L. Elwell, Harwood C. Elwell, and Raymond H. Elwell, all of Malden.Funeral services will be held Wednesday at 2 pm at A.N. Ward's Funeral Home, Maple street, Malden, the Rev. C.F. Caudey officiating.Burial will be in Woodlawn Cemetery, Wellesley.

In behalf of her citizens, the City Government of Malden would respectfully pay a tribute of gratitude and pride to the memory of the late Frederick Sumner Elwell.
Born in Boston, March 18, 1864, a resident of Linden, Malden for fifty years, member of many civic organizations and devoted to his City, his conspicuous service lay in his work on the Municipal Planning Board of which he had been a member since 1918.Naturally a leader of men, of forward vision, fearless in decision and in execution of plans, his work in zoning Malden has been a factor in stabilizing the material and aesthetic value of our City.
Frederick Sumner Elwell's interests were varied and his advocacy of them dynamic.In his chosen field of insurance he was an authority and was, with others, a pioneer in establishing in this Commonwealth, against heavy odds, that boon to the people, the system of Saving Bank Life Insurance.
Fond of paintings, he encouraged worthy artists and acquired an unusual gallery of pictures which was exhibited widely.
Each Summer his home property was beautified extensively by flowers for the joy of his neighbors and the community.To foster the ideas of well kept estates he presented to the Linden Improvement Association a Fred S. Elwell cup to be awarded annually to the resident whose grounds showed the greatest improvement.
Service loomed large in his ideals and practice.A loyal husband and father, a valiant and steadfast friend, and a citizen of great usefulness, Malden mourns his passing and extends its deepest sympathy to his people.
This token of appreciation is respectfully submitted by vote of the City Government.Be it further resolved that these resolutions be spread on the records of the City and a copy mailed to the family.
