Biography for the Heard Co History was submitted by Edith Boggus Withers. Phoebe first married James Fuller (unrelated). Her second marriage was to her step-brother, Robert Boggus. "Heard County, Georgia" History book states that the widow Fuller was running a boarding house and Robert Boggus worked for her. This was a source of gossip so they decided to marry. This was in Greene Co, Georgia. In 1830 they were in Troupe County (Heard County was formed later). 1850, they were listed as Inn Keepers in Franklin Co, GA.
