Spencer Perkins was born December 09, 1838 in Morgan County, Kentucky to Joshua and Rebecca Perkins.
Spencer met Mary Ratcliff, daughter of Elijah Ratcliff and Mary Burchett, and had a daughter named Loucinda born on October 2, 1862 in Lawrence County, Kentucky. There is no evidence of marriage for Spencer and Mary as of this date.

On October 10, 1861 he enlisted as a Private in Captain Wood's Company, 14th Regiment Kentucky (Foot) Volunteers (subsequently became Company B, 14th Regiment Kentucky Infantry), at Louisa, Lawrence County, Kentucky. His military and pension application papers indicate that during his service he deserted on January 29, 1863 on the march to Louisville, and voluntarily returned to his regiment on April 26, 1863. Spencer was pardoned by the President's Proclamation on July 5, 1884. He was reported sick at Louisa, Kentucky during May - June 1863, and hospitalized at the Regimental Hospital in Knoxville, Tennessee from May 30, 1864 to July 6, 1864; reason for hospitalization was due to illness. He mustered out with his unit on January 31, 1865 in Louisa, Lawrence County, Kentucky.

After being discharged from military service, Spencer resided in the Cherokee area of Webbville, Lawrence County, Kentucky and took up farming. He married Rebecca Prince, daughter of James Prince and Mary Hensley, on November 15, 1863 in Lawrence County, Kentucky. They had 10 children: Martha Jane Perkins born September 22, 1864 in KY, Thomas Newton Perkins born March 02, 1866 in KY, James Everett Perkins born January 06, 1868 in KY, Lewis Franklin Perkins born June 29, 1869 in KY, Leander C. Perkins born June 11, 1876 in Lawrence County, KY, Laura B. Perkins born December 13, 1878 in Lawrence County, KY, and Cecil W. Perkins born July 28, 1881.

Rebecca died November 30, 1909 and Spencer married Mary Carpenter (nee Sparks) on April 30, 1910 in Lawrence County, Kentucky. Mary was the widow of James Carpenter, Civil War Veteran of Company A, 16th Kentucky Regiment.

As a young man Spencer was about 5 feet 9 inches tall, had dark hair, dark complexion, and light eyes. At the age of 34 he lost the sight from his left eye.

When Spencer died on February 20, 1921, he was living at Jean, Lawrence County, Kentucky. Place of his burial is unknown at this time
