Notes for Carl Neal Kelly: !Carl is a 1956 graduate of Leitchfield Kentucky High School and attended undergraduate schoo l at Florida Christian College and the University of Kentucky, receiving the BSEE from the la tter in January 1961. He was awarded the MSEE from the University of New Mexico in Albuquerq ue in 1963 and the PhD from Southern Methodist University in Dallas, TX in May of 1971. Hi s graduate work concentrated on digital communications theory.

Occupational accomplishments include two patent applications at Sandia Corporation, membershi p in JTF 8 and participant in the 1962 atmospheric nuclear test series in the Pacific, buildi ng and testing the largest solid rocket motor(at that time) ever fired, design and develpmen t of a small computer for a Pioneer spacecraft placed in orbit around the sun and left by Apo llo personnel on the moon, another classified patent application for emitter location whicl a t E Systems, lead a team in Huntsville, AL which designed some of the first digital autopilot s for militery applications and built a business base from zero to over $5 million per year i n less than five years. At C3 Incorporated, was Vice President of Operations and helped buil d the company from $14 million to over $60 million is less than four years, and developed th e first peripherial controller for small computers for the Defense Data Network while at Scop e. Joined Planning Research Corporation as a Senior Vice President and General Manager of th e Systems Integration Division of the Government Information Systems Group. Responsible fo r 425 employees and an initial annual revenue of $70 million per year.
He was divorced from Donna February 8, 1991.
