My father, Col. James A. Lillard, USA, taken when he was a Lt. Col., in Vietnam. I believe the man he is speaking to is General Westmoreland. At this time, he was the Deputy Commander, 5th Special Forces. It was his second tour of duty. He was born in 1925, married in 1949, and died in 2000. He is buried in Arlington National Cemetery.
