Notes for Joseph Martin Welsh:
From the Pension Applications of Eveline Welsh we find that Joseph Martin Welsh served as a Private in the 31st Alabama Infantry. The company is given as Chapman's Company and as Company C on later applications. The muster rolls for the 31st list a J. M. Wel-- who enlisted as a private in Captain Chapman's (9th) Company of the 31st Regiment. He was 24 years old when he enlisted on May 7, 1862.

Captain Chapman's Company was also designated as 9th Company; Company B; and Company G, 31st Regiment Alabama Infantry at various times according to the Muster Roll.

From http://www.tarleton.edu/~kjones/tracy.html here is a short history of the 31st Regiment

31st Alabama Infantry Regiment

The 31st Alabama Infantry Regiment was organized at Talladega, 16 March 1862, with men from Calhoun, Cherokee, Montgomery, Randolph, Shelby, and Talladega counties. It reported to Gen'l Danville Leadbetter at Chattanooga shortly after. It then moved up to Knoxville, where it was brigaded under Gen'l Seth Barton, in Carter Stevenson's Division. The regiment was at the investment of Cumberland Gap, and it took part in the fight at Tazewell. With Gen'l E. K. Smith's column, it was in the Kentucky Campaign, without coming up with the enemy. When the forces came back, it was permanently brigaded with the 20th, 23rd, 30th, and 46th Alabama regiments, under Gen'l Edward D. Tracy of Madison,
Department of Mississippi and East Louisiana.
In December, the 31st accompanied Stevenson's Division to Vicksburg. In May 1863 it helped defend Port Gibson, Mississippi, where the regiment suffered severely. It fought at Baker's Creek, and the loss was heavy. As part of the Vicksburg garrison, the regiment suffered through the siege, and after losing a number killed and wounded, it was surrendered with the fortress. Placed in parole camp at Demopolis, the 31st was soon exchanged.
With Gen'l Edmund Pettus in command of the brigade, the regiment joined the Army of Tennessee, and it was engaged with slight loss at Mission Ridge. It wintered at Dalton, and it participated in the campaign from Dalton to Atlanta. The regiment followed Gen'l John Bell Hood into Tennessee and sustained severe losses at Columbia and Nashville, and was the rear-guard of the retreating army. Transferred to North Carolina, the regiment was hotly engaged at Bentonville, and a fragment of the 1100 with which it entered the service surrendered at Greensboro, as part of Pettus' Brigade.
There were 260 effectives in January, 1863, with 21 killed and 37 wounded at Vicksburg. There were 23 casualties at Chattanooga, and in December, 1863, there were 452 present with 323 arms. Only 180 were fit for duty in January 1865, and less than 100 surrendered in April. Toward the close of the war, the 31st was consolidated with the 23rd and 46th Infantry and redesignated the 23rd Consolidated Infantry Regiment at Smithfield, 9 April 1865.

There is a Joseph Welch in the 1860 Tallapoosa County Census - Youngsville P.O.. He was 20 years old and born in Georgia. Also in the house are George M. Welch, 24, his wife Martha, 23, and their 1 year old son Thomas J. Welch. Joseph Welch is listed next followed by William, 18; Mary, 16; Martha, 13; John, 10; and Sarah, 6.

It is possible that Joseph's father had died and left the land to his oldest son, George. However, George's brothers and sisters are still living at home.

The 1850 Tallapoosa County Census doesn't have a Joseph Welch (or Welsh) listed.

Need to look in the Georgia Census.

Notes for Eveline Presley:
[welsh.FTW]

1860 Census, p. 724, July 6, 1860
Talladega County, Alabama, Northern Division

R. Prestley is 53 years old and was born in South Carolina. His occupation is Overseer. He has an 18 year old daughter whose middle initial is E. This could be Eveline. Using the 1870 and 1880 ages, she would have been between 15 and 20 in 1860.

I think this may be Robert L. Pressley who is in the 1850 Census Index for Talladega County - Need to look this up.
Although, the 1860 listing for R. Prestley shows all of his children born in Georgia ( even those under 10 ). So, this would indicate he lived in Georgia in 1850. But, looking in the 1850 census for Georgia, I only found one Robert Pressley who was 25 in 1850. This is too young to be R. Prestley.

1870 Census, p. 582, Sept. 12, 1870, P.R. Vardaman
Talledega County, Alabama, Township 19 Range 5 East, Talledega P.O.

Eveline Welch was 30 years old and born in Georgia. Her occupations was keeping house. She could read but couldn't write. She had two young boys, Marcus L (5 years old) and Charley B. (3 years old) living with her. Also in the house was Susan Presley, 21 years old, and her daughter Ellen Presley who was 2 years old. Susan was born in Georgia and could read but not write. All of the children were born in Alabama.

Searched for Marcus L's father, but didn't find him. However, there were many Welch's and Welsh's in Talledega county in 1870.

----------------

1880 Census, p. 14, S.D. 2, E.D. 136, Beat #9, June 10, 1880, Talladega County, Alabama

Eveline Welch was 35 years old and born in Alabama. This is different from the 1870 census. She has two sons, Marcus, 15 and Bink, 13. This agrees with the 1870 census. Marcus and Bink list their father's place of birth as Georgia.

Children of Joseph Welsh and Eveline Presley are:
+ 2 i.   Marcus Luther2 Welsh, born March 1865 in Talladega County, Alabama; died 1961 in Piedmont, Alabama.
3 ii.   Charley Bink Welsh6,7, born 1867 in Talladega County, Alabama8; died Unknown.
  Notes for Charley Bink Welsh:
Family history says Marcus Luther was an only child and that his father died before he was born.
