HOMAS RICHARDSON MCNEILLIE:



Thomas Richardson McNeillie passed away at the residence of his son at 91 Ivy Ave. today. He was born in the parish of Johnstone, Dumfrieshire, Scotland on September 3, 1844. He came to this country with his parents in 1854 and settled in the township of Clarke, Durham County, where he spent his boyhood days, coming to Toronto in 1892, where he has since resided. Thomas was a School Master.

He is survived by two sons, Thomas C. and Fred J. of Toronto. and two daughters, Mrs Lewis Strome, of Cleveland, Ohio; and Mrs Homer McCoy of San Francisco, California. A daughter, the wife of Dr. T. P. McCullough, of Peterborough, died in 1916. Mr. J. R. McNeillie of Lindsay, is a brother and Mrs. J. F. Clarke, of Vancouver, B. C. is a sister.

Once again Lindsay and the County of Victoria have been plunged into deep mourning by the sudden and unexpected death of Mr. James R. McNeillie for over half a century a trusted, talented, painstaking, efficient and honorable official of the County of Victoria. Mr. McNeillie's sudden demise occurred at the family residence, 53 Bond Street late last evening following a serious heart attack. He had worked all day as usual in his office, although he was forced to take a short rest about 4 o'clock in the afternoon. When leaving for his home he carried with him the books of the Ross Hospital Board of Governors, of which he was Secretary and proposed working on the books previous to calling a meeting of the Board today to appoint a new Chairman, because of the death of John Carew. He literally " died in the harness ".

James Richardson McNeillie was born in Dumfriesshire, Scotland being the son of James R. McNeillie, school teacher and Rachel Kerr. He came to Canada in 1953. From 1861 to 1872 he resided in Omemee, being associated in the Drugstore business and municipal work with Thomas Matchett, who was County Clerk and who succeeded the Hon. S. C. Wood. From 1872 to 1875 Mr. McNeillie was connected with the business department of the Montreal Telegraph Company of Toronto. From 1878 to 1900 he was assistant Clerk and Treasurer of Victoria County. In the latter year he was appointed Clerk and Treasurer of Victoria County. From 1891 to 1899 he was Chairman of the Lindsay Board of Education. He was at one time an active member of the Canadian Conference of Charities and Correction, filling the position of President in 1909. His activities were many in the interest of the community but his work in connection to the County of Victoria as Clerk and Treasurer will be remembered for many, many years to come. He was methodical, but his system was modern. He was a statistician, careful and painstaking. He was adept at clerical work and his penmanship was of the highest legible type. He was near to the height of perfection, and he was exceedingly careful. For this reason he was seldom known to make a mistake in figures and calculations and he was a veritable " vault of information. " He had the history of the County at his fingertips and he was an authority on procedure and municipal law. For over half a century he labored as a County official and in that time he has " made many Wardens. " His advice was sought by County Councilors on many varied subjects pertaining to the welfare and government of the various municipalities in the County. Many a novice in parliamentary procedure and in matters pertaining to the county, filled the office of Warden very acceptably and well because of the good advice and guidance given by Mr. McNeillie.

The work of Mr. McNeillie in connection with the Ross Memorial Hospital will long be remembered. Ever since the institution was founded, Mr. McNeilie was the Secretary and here again his good judgement was always to the front. For years in the company of the late Chairmen of the Board of Governors, Mr. J. D. Flavelle, he visited the hospital every Sunday. This practice was followed in later years, during the Chairmanship of the late John Carew. He gave his best at all times. In church matters he was a leader. For many years he was a member of the Presbyterian Church being one of the prime movers and workers in connection with the building of St. Andrew's Church and Sunday school. He filled the position of Elder. With the coming of the Union, Mr. McNeillie entered the United Church of Canada and was elected an Elder. He gave generously to all departments of church work and was a regular attendant twice a Sunday. The late Mr. McNeillie was an outstanding citizen and one who through his life record symbolized the highest and noblest ideals of citizenship.
