Phillip Penn (son of Joseph Roscoe Penn and Sally King) was born July 16, 1792, and died November 1850. He married Mary Ann Starr on January 02, 1813 in St. Clair county, Ill.

I have at least seven children listed for Philip Penn & Mary Ann (Starr). 1. Joseph S. b 11-03-1813, 2. James b 6-14-1816, 3. Sidney b 6-14-1819, (these are listed as born in St. Clair Illinois) 4. John Neal b abt 1821 in Va. ??, 5. Rachel b 9-28-1821, 6. Myrom b 1820/1825, 7. Rhoda b12-06-1828 (the last three again listed in St. Clair Illinois). The only one I have any backup records on is Rachel. Rachel married Wm A. Tozer. Wm. & Rachel moved to the area near River Falls Wisconsin around 1850.

I Philip Penn of the County of St. Clair in the State of Illinois do make and publish this my last Will and Testament in the manner and form following, that is to say.
First. It is my will, that my funeral expenses and all my just debts be fully paid.
Seocnd. I give, devise and bequeath to my beloved wife Mary Penn in lieu of her dower the plantation on which we now reside situate in St. Clair County and State aforesaid, containing one hundred and ninety acres in Section nine (9) Town two (2) North, Range Six (6) West. Also Seventy five (75) acres in Section Seventeen (17) Tonsh. Two (2) North, Range Six West, during her natural life. And all the live stock horses, cattle, sheep, hogs, etc. by me owned and kept thereon. Also all the household furniture farming utensels and other items not particularly named and otherwise disposed of in this will with the exceptions herinafter mentioned, during her natural life as aforesaid. She however first disposing of a sufficiency thereof to pay my just debts as aforesaid. And at the death of my said wife all the property hereby divided or bequeathed to her as aforesaid, or so much therefof as may then remain unexpended to my Son Wade Hampton Penn and to his heirs and asigns forever.
Third. I give and devise to my oldest son Joseph S. Penn one hundred dollars.
Fourth. I give and devise to my youngest daughter Martha Jane Penn one good horse, side saddle and briddle, one Bedstead, bed and beding and one cow and calf.
Fourth. [This "fourth" is repeated as in original will.] I give and devise to all my children share and share alike, all the money which I may have on hand at the time of my death, as also all the notes, bonds, mortgages or obligations for money or property and also twenty five acres of timberland situate in Madison County in the North West quarter of Section thirty six, Townsh. Three North, Range Six West. Also all the land which may be due to me, or which may be obtained from the United States government by virtue of my service as soldier in the war of 1812. Both of which tracts of land I desire my executors to sell and the proceeds divided as aforesaid among all my children share and share alike.
And lastly I hereby constitute and appoint my said wife Mary Penn and my said son Wade Hampton Penn to be executors for this my last will and testament.
In testimony whereof I have hereunto set my hand and seal this twenty fifth day of October one thousand eight hundred and fifty.
