He married (1) Luta Elizabeth Dowd September 1954 in Elizabeth City, North Carolina, daughter of Walter Dowd and Annie McPherson. She was born in Portsmouth, Virginia. He married (2) Sally Ann Umberger 14 December 1958 in Cradock Methodist Church, Portsmouth, Virginia, daughter of George Umberger and Zona Newsome. She was born 13 February 1934 in Wytheville, Wythe County, Virginia.

Chesapeake -- Lester N. Phillips, 75, of the 3000 block of Yakima Road, died Sunday July 20, 1997 in a Chesapeake hospital.
Mr. Phillips was born in Suffolk and was the son of the late William A. and Launa Milteer Phillips. He was a graduate of United Television Laboratories. Mr. Phillips was a retired television technician with Prices, Inc. and was a U. S. Coast guard veteran of World War II.
Survivors include his wife, Sally Ann Umberger Phillips, his two sons and their wives, William L and Jane Phillips of Newport News, and Robert E. and Robin Phillips of Chesapeake, two sisters, Carrie Lee Hopewell of Portsmouth, and Nell McManus of Colorado Springs, Colorado, and four grandchildren, Alyssia K. Nixon, Robert J. Phillips, Jesse J. Phillips, and Devin E. Phillips.
A funeral will be conducted at 10 a. m. Tuesday in Oaklette United Methodist Church by the Rev. Sebert W. Rorrer. Burial will follow in Meadowbrook Memorial Park. The family will receive friends at Oman Funeral Home, Great Bridge, from 7 to 9 p. m. today and at other times at 913 Erie St. Chesapeake. Memorial contributions may be made to Oaklette United Methodist Church, 520 Oaklette Drive, Chesapeake, Va. 23325.

The groom's father served as his best man. Groomsmen were Joel Alan Branum of Plano, Texas; Julian Wythe Whiting Chisman III of Virginia Beach; Thomas Haynes Taylor of Atlanta; David Christian Brown of Greensboro, N. C., Joseph Andrew Kinfoff and Stephen James Stalker of Richmond.
Miss Virginia Chapman Bender and Miss Isabel Starke Irvine served as flower girls and Kenneth Cooke Brutkiewicz, Jr., was the ring bearer, all cousins of the bride. Leah Panayiotou Ladd and Ariana Paschall Hannum were readers. Kathryn Anne Irvine, Cousin of the bride, served as crucifer.
After a wedding trip to San Francisco and napa valley, the couple will reside in Birmingham.
The bride graduated from the University of Virginia where she was a member of Kappa Alpha Theta sorority. She received a Master's of Education South Alabama. She works in Risk Management for Health South in Birmingham.
Mr. Milteer is a graduate of the University of Virginia where he was a member of Sigma Alpha Epsilon fraternity. He received a Master's of Business from the University of Alabama and is a financial analyst for Harbert Management Corp. of BIrmingham.
