This record is surely that of Harriet's entry into the US with her 3 oldest children. It list "Mrs Fuggen" of the correct age, a daughter "Ema" of the correct age, a son "William" of the correct age and a son "Joseph" of the correct age. Her youngest daughter, Hester, was born in 1851 after the family had settled in. The individuals who wrote the ship's manifests certainly wrote what they heard, in this case "Mrs Fuggen" rather than "Mrs Tuggey"?
