Frank H Stebens was the Works Supervisor for the provision of the project to install the Sewerage System for the City of DAVENPORT, Iowa, USA. In this splendid photograph taken by Davenport photographer, O. M. Morris, the labour intensity for such schemes is depicted: shovels, tampers, wheelbarrows, shoring, platforms, rotary cement mixer and 25 men on one site. The supervisor, Frank Stebens [1873-1935] was Davenport born and bred.
