Frank Lugert came from Bohemia (today's Czech Republic) in 1883. He founded the town of Lugert in Kiowa County, Oklahoma after filing for land in the 1901 land lottery opening the Kiowa-Comanche-Apache lands in Kiowa County, Oklahoma.
