The home of Elwood Huggins was on Main Street in Bradley Beach, NJ. Note the gentleman on the right with the horse and a strip on his pant leg. We think this might have been Thomas Hancock Huggins, brother of Elwood, and one of the first constables in Neptune City, NJ. ca. 1900.
